As we have previously reported, most applicants for certain residency permits must now undertake language and civics tests. These tests will start next month for applications received from January 2026.
The aim of the tests is to ensure that applicants are well-prepared to participate in French civic life.
As a result, the tests will assess applicants’ understanding of essential aspects of French society, including its values, history, political systems, and everyday life.
Who Must Take the Test?
Those seeking to enter France for the first time on a one-year visa will not be required to take the test.
Only the following categories are affected:
Non-European residents applying for a long-term carte de séjour pluriannuelle (multi-year residence permit).
Residents seeking a carte de résident (10-year residence permit).
Foreign nationals applying for naturalisation (French citizenship).
Those aged 65 years and over are exempt from the test if they are appling for a residency card, but not for citizenship. Similarly, those renewing an existing card are also exempt.
Test
The test is divided into five core themes, with variations by category of applicant:
Principles and Values of the Republic
This section covers topics such as the national symbols, the motto "Liberty, Equality, Fraternity," secularism, and the structure of the French Republic.Institutional and Political System
Applicants will be tested on democracy, voting rights, the organisation of the French state, and the role of European institutions.Rights and Duties
This section evaluates knowledge of fundamental rights, individual responsibilities, and the practical application of these principles in daily life.History, Geography, and Culture
Questions in this section focus on France's major historical periods, key historical figures, and understanding of French geography and cultural heritage.Living in French Society
Applicants will be assessed on their knowledge of practical aspects of life in France, including access to healthcare, employment, education, and parental responsibilities.
The test will be conducted in the form of a multiple-choice questionnaire in French. It comprises 40 questions, covering all the key themes outlined above. To pass, applicants must correctly answer at least 80% of the questions.
The test will be administered digitally at an examination centre, with candidates required to complete the test within a maximum of 45 minutes. The cost of the test was not given in the decree, and may vary across the country, from prefecture to prefecture.
Those who do not pass the test will be permitted to take it again at a later date. During this period, other things being equal, their existing visa will be renewed.
Training
The government will provide training modules for applicants. Much of the knowledge required is contained in the Livret de Citoyen. You can also read more at Le site officiel de la formation civique.
