French taxpayers receiving pensions benefit from an automatic 10% deduction from declared pension and retirement income when income tax is calculated.
The allowance applies equally to foreign pensions taxed in France, although, depending on the tax treaty in place, some international pensions escape French taxation altogether, for example, certain government service pensions, and qualifying US pensions.
For the 2026 tax year, the deduction is subject to a minimum of €454 per pensioner and a maximum of €4,439 per household. The deduction is applied automatically by the tax administration.
The allowance is not a payment or tax credit. It reduces the amount of pension income taken into account when calculating income tax.
For example, a pensioner receiving €30,000 in annual pension income would normally have €27,000 taken into account after the 10% deduction.
The maximum deduction therefore becomes increasingly important for households with higher pension income.
A household needs around €44,390 in total annual pension income to reach the full €4,439 deduction.
According to recent reports, the government is considering reducing the cap from €4,439 to €3,000. The measure is expected to raise around €1.4 billion in additional tax revenue.
The change would mean that only households with pension income in excess of €30,000 would be affected. A household receiving the maximum allowance would pay around €158 more tax at an 11% marginal rate, or about €432 at 30%.
The government is also considering several ways of asking pensioners to contribute to the effort to reduce the deficit. These include freezing or reducing the inflation indexation of French pensions. Recent reports suggest that both a reduction in the allowance and changes to pension indexation could form part of the final package.
The government is looking for total savings of around €54 billion in the budget.
The budget proposals are expected to be formally presented to the French Parliament next month.
The final treatment of pensioners could therefore change before the legislation is adopted.
